In a large bowl, stir together hot water and marshmallow creme until smooth. Freeze until cool, 20-25 minutes. Stir in whipped topping mix, confectioners' sugar and salt; blend with a hand mixer until foamy, 30-60 seconds. Stir in butterscotch syrup and extracts.
Pour soda into two 16-oz. mugs; stir in butterscotch syrup. Top with Butterbeer Foam. Serve immediately.
